When investigative journalist James O’Keefe released undercover footage in 2025 alleging fraud and pass-through contracting abuses involving ATI Government Solutions, attention quickly turned to the company’s role in the federal government’s lucrative 8(a) tribal contracting program.
In October, MDBayNews began a parallel, on-the-ground investigation—focused not on hidden cameras, but on something far more mundane: ATI’s listed business address in Frederick, Maryland.
What we found raises fresh questions about how federal contracting records, “place of performance” designations, and real-world operations align.
A Frederick Address That Doesn’t Match the Scale of the Work
ATI Government Solutions is listed across federal databases—including GSA eLibrary, SAM.gov, and USAspending.gov—as operating from 47 East South Street, Suite 2 (Unit 002), Frederick, Maryland. That same address appears repeatedly as the company’s principal office and, in several cases, as a reported place of performance for multi-million-dollar federal contracts with agencies such as the Treasury Department and the Department of Agriculture.
Between October and December, MDBayNews conducted multiple site visits to the address, including during standard business hours on weekdays.
The location—a small, basement-level office condominium within the Cannon Hill complex—showed:
- No sustained foot traffic consistent with an active federal IT or professional-services contractor
- No visible employees entering or exiting during observed visits
- Minimal signage, small and easily missed from the street
- Occasional interior lighting but no outward indicators of day-to-day operations
While none of these facts alone prove wrongdoing, they stand in contrast to the scope of work suggested by federal contracting records that list Frederick as a site where significant government work is performed.
Public Records Offer Little Evidence of Operations
MDBayNews reviewed a range of public records and filed multiple Maryland Public Information Act (MPIA) requests to verify whether ATI maintains an operational presence at the Frederick address.
Those efforts included:
- Maryland SDAT filings, confirming ATI is registered as a foreign LLC in Maryland, using the Frederick address as its principal office
- Land records, showing ATI does not own the suite and appears to lease or sub-lease the space
- City of Frederick inquiries, requesting occupancy permits, inspections, and code-enforcement records tied to Suite 2
As of publication, no publicly available records indicate permitting or inspection activity consistent with a staffed office supporting large federal contracts.
A Virginia Signal Behind a Maryland Listing
While ATI’s official filings consistently reference Frederick, the company’s public contact information points elsewhere. ATI’s primary phone number carries a 703 area code, associated with Northern Virginia, and professional networking profiles list Arlington, Virginia as a primary location.
Remote and hybrid work arrangements are common in federal contracting—particularly post-COVID—and many firms maintain small or virtual offices for compliance or administrative purposes. However, the distinction matters when a location is not merely listed as a mailing address, but cited in federal systems as a place of performance for contract work.
Why This Matters in the Context of the O’Keefe Allegations
O’Keefe’s reporting alleged that ATI functioned as a pass-through entity—subcontracting much of its work while claiming eligibility for tribal 8(a) contracting advantages. If federal contracts list Maryland as a place where work is performed, but operations primarily occur elsewhere, that discrepancy could be relevant to how eligibility, oversight, and economic impact are assessed.
Federal procurement rules require contractors to accurately report where work is performed. Those disclosures influence audits, compliance reviews, and public transparency about where taxpayer dollars—and jobs—are actually going.
Attempts to Seek Comment
MDBayNews made multiple attempts to contact ATI Government Solutions for comment using publicly listed phone numbers and available contact information. No response was received. The company does not prominently list individual executives or media contacts on its website.
An Open Question, Not a Conclusion
MDBayNews does not allege criminal conduct based solely on the Frederick address. Many legitimate contractors operate with lean physical footprints. But when a location is repeatedly cited in federal databases as a place of performance for high-value contracts, the absence of observable activity and supporting records warrants scrutiny—especially in light of broader allegations already under federal and public review.
While additional MPIA requests remain pending, MDBayNews was pleased to see that the SBA opened an investigation into ATI. MDBayNews will continue reporting as more information becomes available.
