Maryland Attorney General Anthony Brown has once again joined a coalition of Democratic attorneys general to sue or challenge the Trump administration — this time over federal policy related to access to contraception and reproductive health care.
The announcement, released by Brown’s office this week, claims the lawsuit is necessary to protect access to birth control and contraceptive services under federal health programs. Brown framed the legal challenge as a defense of public health and patient rights.
But for many Maryland taxpayers, the latest lawsuit raises a more familiar question: Is the Attorney General running a law office — or a permanent political campaign against Donald Trump?

At this point, Brown’s legal strategy appears less like independent state advocacy and more like Maryland serving as a standing member of the Democratic Party’s national litigation team.
Maryland’s Problems Go Unaddressed
The deeper issue for many critics isn’t just the lawsuits themselves — it’s what Brown is not focusing on.
Maryland faces serious challenges that fall squarely within the purview of the Attorney General’s office:

Yet Brown’s press office consistently highlights national political lawsuits against the Trump administration rather than aggressive enforcement efforts inside Maryland.
To some observers, the imbalance suggests the Attorney General’s office is more interested in scoring political points in Washington than solving problems in Annapolis, Baltimore, or the Eastern Shore.
The Contraception Lawsuit
In the latest case, Brown joined several Democratic states challenging a federal rule they claim could limit access to contraceptive care through federally funded programs.
The Trump administration has argued that the policy is intended to ensure funding aligns with federal law and broader healthcare priorities.

Democratic attorneys general did it during Trump’s first term.
But Brown appears determined to remain among the most aggressive litigants in the country.
Instead of reserving lawsuits for clear constitutional disputes, Brown’s office now seems prepared to challenge nearly any major policy decision emerging from Washington.
For critics, the result is lawfare — governance through endless litigation.
The Bottom Line
Marylanders elected an Attorney General to enforce state law, protect consumers, and defend the interests of residents.
Yet under Anthony Brown, the office increasingly resembles a satellite legal office for national Democratic political battles.
Whether the issue is tariffs, immigration, student loans, or contraception policy, Brown appears ready to file another lawsuit the moment the Trump administration announces a new policy.
At some point, voters may begin asking a simple question:
Who exactly is the Attorney General working for — the people of Maryland, or the national Democratic political machine?
