The Maryland General Assembly is in session Friday for a scheduled pro forma meeting, with both the Senate and the House of Delegates set to convene briefly at 11:00 a.m. as the bulk of legislative activity takes place in committees, subcommittees, and county delegations throughout the day.
The 2026 regular session—the General Assembly’s 449th—runs from January 14 through April 13, placing lawmakers in the early phase of the 90-day legislative calendar, where hearings and budget reviews dominate daily business.
What Today’s Pro Forma Session Means
Pro forma sessions are short, procedural meetings used to keep the chambers technically in session without conducting full floor business. No third-reading calendars, special orders, or major floor votes are listed for either chamber today.
These sessions allow the legislature to maintain procedural continuity while committee work proceeds, particularly as bill introductions wind down and budget deliberations accelerate.
Committees and Subcommittees on Today’s Calendar
While floor action is limited, multiple committees and subcommittees are scheduled to meet today, with a strong focus on budget oversight and policy review.
In the Senate, budget hearings are scheduled under the Budget and Taxation Committee, including:
- The Public Safety, Transportation, and Environment Subcommittee, which is reviewing funding and oversight matters related to emergency medical services, transportation programs and debt service, cannabis and alcohol regulation, and insurance administration.
- The Health and Human Services Subcommittee, which is holding a budget hearing following the pro forma session.
In the House of Delegates, several standing committees are holding voting sessions today:
- The Appropriations Committee is scheduled to vote on budget-related matters.
- The Health Committee is considering a package of bills addressing healthcare regulation, insurance programs, assisted reproductive treatment requirements, and provider reimbursement.
- The Judiciary Committee is holding a voting session later in the afternoon, while its Public Safety Subcommittee is scheduled to hear legislation related to handgun permit expiration and renewal periods for retired law enforcement officers.
County Delegations Meet Throughout the Morning
Numerous county and regional delegations are also meeting today, most via livestream or virtual platforms. Delegations scheduled include Anne Arundel County, Baltimore City and County, Montgomery County, Frederick County, the Eastern Shore, Southern Maryland, and others.
Delegation meetings typically focus on local legislation, capital projects, and county-specific priorities that later move through the broader legislative process.

With crossover still weeks away, the General Assembly’s daily work continues to center on committee hearings, budget analysis, and early votes that shape which bills advance later in the session.
