Maryland’s counties are drawing a clear line in the sand.
The Maryland Association of Counties (MACo) is formally opposing a slate of state proposals that would mandate reductions in local government revenues—moves county leaders warn will inevitably shift costs onto property taxpayers or force cuts to core public services.
In a statement published this week on Conduit Street, MACo argues that Annapolis lawmakers are once again looking to balance the state budget on the backs of counties, even as local governments are already absorbing rising costs tied to education mandates, public safety, infrastructure, and employee benefits.
What the State Wants to Do
At issue are proposals that would either cap, divert, or eliminate certain local revenue streams—effectively limiting counties’ ability to raise or retain funds that support day-to-day operations. While the state frames these measures as “reforms” or “relief,” MACo says the reality is far less benign.
According to the counties, state-mandated revenue reductions do not make costs disappear—they simply relocate them.
When Annapolis restricts local revenues, counties are left with two choices:
- Raise local taxes and fees, or
- Cut services residents rely on, including public safety, road maintenance, libraries, health programs, and parks.
A Familiar Pattern in Annapolis
From a center-right perspective, MACo’s warning underscores a recurring Maryland problem: centralized decision-making paired with decentralized blame.
State lawmakers get to claim political credit for “tax relief” or “reform,” while county councils and executives take the heat when property taxes rise or services are reduced. The result is a shell game that weakens local accountability and erodes public trust.
Counties note that many of these proposals arrive without:
- Sustainable replacement funding
- Flexibility for local conditions
- Meaningful consultation with county governments
In other words, the mandates come down, but the bill stays local.
Why Counties Say This Matters Now
MACo’s opposition comes at a time when counties are already under intense fiscal pressure. Education funding mandates tied to the Blueprint for Maryland’s Future, inflation-driven labor costs, and aging infrastructure needs have significantly narrowed local budget margins.
County leaders argue that stripping revenue authority now is especially reckless—and risks turning local governments into administrative arms of the state rather than responsive, self-governing entities.
The Bigger Issue: Local Control vs. One-Size-Fits-All Government
At its core, MACo’s stance is about more than dollars and cents. It’s about whether Maryland still believes in local control.
From a center-right viewpoint, counties are closer to the people, better positioned to understand local needs, and more accountable when they get decisions wrong. State-mandated revenue cuts undermine that principle by imposing blanket policies that ignore regional differences between rural, suburban, and urban Maryland.
What Comes Next
MACo is urging legislators to reject state actions that reduce or cap local revenues and instead engage counties as genuine partners in budget discussions. Whether Annapolis listens—or pushes ahead anyway—will signal just how much local autonomy counties can expect going forward.
For taxpayers, the takeaway is simple: when the state limits county revenues, the costs don’t vanish. They just show up somewhere else—often on your property tax bill or in the form of fewer services.
And counties are saying they’ve had enough of being left to clean up the mess.
